So there are some quality venues, but I couldn't quite understand the concept; there weren't many women inside. I think it's an entertainment street exclusively for men.

It's a brothel complex for men aged 60-80. Unfortunately, there are no younger clients. It's not a scene, but purely a business. If you're in your seventies and want to relive the illusion of youth and desirability, you can find it here, as the staff try hard to make it happen. But it's not really for flirting.
